Successfully Conducted Trainings for Bidders and Contracting Authorities in Public Procurement Across Serbia

In November 2025, six professional training sessions were conducted for economic operators and contracting authorities within the public procurement system, as part of the PFM Facility project, in cooperation with the Public Procurement Office.

The training combined online and in-person formats, with participation from representatives of businesses and public institutions across six administrative districts in Serbia (bidders from North Bačka, South Banat, and Mačva districts, as well as contracting authorities from West Bačka, Šumadija, and Nišava districts). This enabled a large number of participants from various regions to acquire practical knowledge for more effective use of the Public Procurement Portal and modern procedures within the public procurement system.

This training program is part of continuous support to improve transparency and competitiveness in public procurement, as well as to strengthen the role of digitalisation in the process. By developing the knowledge and skills of all participants, it directly contributes to the more efficient implementation of the law and better protection of public funds.

The Office and the Project Team will continue similar activities through the end of the year, including specialised training for prosecutors and police, as well as planning other events to exchange experiences and improve practices in public procurement.

This training program was organised within the framework of the PFM Facility project, funded by the European Union and implemented by the United Nations Development Programme (UNDP), in partnership with the Centre of Excellence in Finance (CEF) and the Ministry of Finance of Slovakia.

“During these trainings, we introduced contracting authorities to the application of modern public procurement instruments: from electronic procedures to non-price criteria for contract awards, helping them to apply regulations more easily in practice. Economic operators were supported to be more confident and efficient in preparing bids and using functionalities such as e-auctions and e-catalogues. A major contribution also lies in better familiarisation with the Public Procurement Portal, which enables higher-quality application of regulations and contributes to more transparent and competitive procedures.”— Miloš Jović, Public Procurement Expert and Trainer
